Join SMPS for an exciting and informative program focused on the HOT federal market in Georgia and throughout the Southeast. Panelists Les Zuniga from the Savannah Corps of Engineers and Brian Whelan and Pamela Lackey from the General Services Administration will share insight into upcoming projects, strategies for working with their respective agencies and updates on the stimulus funding. Moderator Chuck Schadl will introduce the Georgia Tech Procurement Assistance Center and detail strategies Georgia firms can use to win Federal work.

Les Zuniga has worked for the US government for nearly 30 years. He currently oversees the AE contract management division of the Savannah District Corps of Engineers. The AE Contracting department has between 35 and 45 active AE contracts with as many as 700 task orders at any given time. Prior to joining the Corps of Engineers, Les worked as a staff engineer (Naval Facilities Command) and performed facility design on military installations in New York and Iceland.
A graduate of Virginia Polytechnic Institute and State University with a Bachelor of Science in Civil Engineering, Les passed the Engineer In Training exam in Illinois followed by receiving his P.E. in Virginia. .
Brian T. Whelan

Brian Whelan supervises and manages a staff of 30 project professionals. He is responsible for the delivery of the regional design and construction program. This program includes capital construction projects both new and renovation as well as the minor maintenance and repair program. There are currently 16 active capital construction projects valued at over $982 million, with an additional 44 capital projects scheduled to be executed over the next decade. Annually the minor maintenance and repair program executes over $25 million worth of projects.
After graduating from the University of Florida with a degree in Building Construction, Mr. Whelan served as a Corps of Engineer Officer working on multiple MILCON level projects, in addition to numerous smaller projects. He was responsible for managing and supervising of up to 40 soldiers and served as the Company level Construction Officer and Brigade level Engineering Officer.
Pamela M. Lackey
Director, Acquisition Management Division, Real Estate Design and Construction (REDC)

Pamela Lackey provides direction and oversight to the acquisition staff in REDC to ensure acquisitions are carried out in accordance with all federal and agency regulations while meeting and exceeding the client agencies’ needs and expectations.
Prior to working in GSA Sunbelt Region, Ms. Lackey served as a Contract Specialist in the Greater Southwest Region where she worked as Contracting Officer for numerous design and construction projects ranging from minor space repair and alterations to new Prospectus-level buildings. She served as the Regional Procurement Officer from 2002 through 2004 and supervised procurement teams for the Arkansas/East Texas and Louisiana Service Centers in the Greater Southwest Region.
Ms. Lackey holds a Bachelor of Science degree in Marketing from Oklahoma Christian College, and a Masters degree in Personnel and Human Resource Management from the University of Texas at Arlington.
